On 3 April 2023, Peru, the original host were stripped of hosting rights to the event, nearly seven months prior to the tournament's scheduled opening match. The revocation of hosting rights were attributed to the objection of infrastructural defects.
On 23 June 2023, Indonesia was selected as the new host for the tournament three months after previously withdrawn as host of the U-20 World Cup the same year.
The tournament's official mascot: Bacuya, who is carried from the stripped U20 World Cup, remains the same. Bacuya is a Javan rhinoceros, with a multicoloured horn that glows when he plays football with others and is also in the colors of the tournament's official logo. The name Bacuya is short for Badak Cula Cahaya (light-horned rhinoceros). Bacuya is ready to dazzle alongside a new generation of champions, with the tournament set to give football’s top young talents a platform to become future legends.
