In July 2020, Gatot Dewa Broto, secretary of the Indonesian Ministry of Youth and Sport announced that the official emblem of FIFA U-20 World Cup will be revealed in January 2021.[1] It has been previously reported that the emblem was scheduled for release on 23 May 2020,[2] and then postponed to 9 September to coincide with the National Sports Day.
On 24 December 2020, FIFA officially delays the 23rd edition of U-20 World Cup until 2023 due to the COVID-19 pandemic.[3]

On 17 August 2022 during Indonesia's Independence Day, the official emblem was finally unveiled on FIFA+.[4] The logo mimics the shape of the tournament trophy consisting of various bright colors inspired by the colors of the Indonesian national flag, the dazzling blue sea, and the natural beauty that exists in all of its islands.
The tournament's official mascot: Bacuya was unveiled on 18 September 2022. Bacuya is a Javan rhinoceros, with a multicoloured horn that glows when he plays football with others and is also in the colors of the tournament's official logo. The name Bacuya is short for Badak Cula Cahaya (light-horned rhinoceros). Bacuya is ready to dazzle alongside a new generation of champions, with the tournament set to give football’s top young talents a platform to become future legends. The lovable rhino’s boundless energy will bring the fun and excitement of the FIFA U-20 World Cup™ to youngsters and fans across Indonesia and beyond. Bacuya will play an important role in encouraging children and families to come to the stadiums and see the world’s best young footballers compete for glory.

On 29 March 2023, Indonesia were stripped of hosting rights to the event, less than two months prior to the tournament's scheduled opening match. The revocation of hosting rights were attributed to the objection of certain regional governments of Indonesia to the participation of Israel; a nation which Muslim-majority Indonesia has no former diplomatic relations with, amidst the continuing conflicts with Palestine.
On 17 April 2023, Argentina was selected as the new host for the tournament.
