A&P opened the first Warehouse Economy Outlet store in Pennsauken, New Jersey on May 4, 1971. The WEO concept was a no-frills grocery store with deep-discounted food items, generally placed in older, smaller and/or unprofitable A&P locations. They did not feature a bakery nor a delicatessen, and most merchandise was directly wheeled out on carts.

For unknown reasons, advertisements for Delaware and Pennsylvania locations used a redrawn logo upon opening.

In 1972, the meaning behind the WEO acronym was changed to ”Where Economy Originates", this was relegated to the store’s tagline as the A&P name would be attached to WEO’s. The use of this A&P logo predates its first standalone use for the rest of the chain months later. In early July 1975, it was announced the WEO program had not panned out, and it would soon be discontinued; by mid-August it was already referred to as defunct. WEO stores were either reverted to full-service A&P locations or closed.
