Access 31 Perth began transmission on 18 June 1999 on UHF-31 and received a permanent broadcasting licence in 2002. It would also be available at certain times on the Westlink Network, which at the time was broadcasting on the Optus Aurora satellite service and some analogue transmitters. The callsign ATW stood for Access Television Western Australia.

On 6 August 2008, Access 31 ceased transmission after both the Lotterywest grant and the private contribution were withdrawn.
