Channel 31 Melbourne began transmission on 6 October 1994. The callsign MGV stands for Melbourne Geelong Victoria.
On 30 April 2004, the Australian Broadcasting Authority granted Channel 31 a full-time community broadcasting licence. On 28 May 2010, Channel 31 officially started broadcasting in Digital with the official launch date on 11 June.
On 27 June, the station was rebranded C31 with a new logo, identities, schedule, and watermark.
