The Cartoon Cartoons initially appeared as a showcase of shorts called World Premiere Toons (later known as What a Cartoon!), created by Fred Seibert.

One of the pilots, Dexter's Laboratory, was well-received through a vote by viewers during a "World Premiere Toon Countdown Call-In" marathon on December 1995. The pilot was later greenlit by the network as its own full series premering on April 28, 1996, thus becoming the first "Cartoon Cartoon".

During the transitional Starburst/Powerhouse eras, Cartoon Network officially introduced the Cartoon Cartoon moniker a week after the premieres of two shows: Johnny Bravo and Cow and Chicken on July 14 and 15, 1997. The first Cartoon Cartoon Weekend marathon ran from November 28 to 30 of that same year.

The new bumpers (made by Primal Screen) featured a green swirly background with the 1992-2004 Cartoon Network logo zooming in, as it exploded into letters (with the word "Network" changing as "Cartoon" again). The logo is now placed into an iris shot in form of an oval.

Cartoon Network and Primal Screen revealed a new logo for the brand featuring the typeface based on the Powerhouse era bumpers (including a cursive-written "Cartoon" on the top). It first appeared during the second Cartoon Cartoon Weekend marathon, which ran from November 6-8, 1998. The new shows that premiered under this logo were: The Powerpuff Girls, Ed, Edd n Eddy, Courage the Cowardly Dog, and Mike, Lu & Og.

Although the brand was generally discontinued in June 2004, the singular logo was still kept for The Cartoon Cartoon Show reruns from 2005 to 2007, and the plural version would once again be revived in 2024 for the rebranding of the U.S. Boomerang YouTube channel as Cartoon Cartoons.

In fall 2000, The What a Cartoon! Show rebranded as The Cartoon Cartoon Show, featuring newer shorts that were previously broadcast during summer. Those shorts were: Sheep in the Big City, The Grim Adventures of Billy & Mandy, Whatever Happened to... Robot Jones?, and Codename: Kids Next Door. They would be later picked up by the network following the Cartoon Cartoon Fridays "Big Pick" marathon ran from 2000 to 2002.
