Two years after its launch, WISC-TV gained affiliation with The WB for WiSC2, which was rebranded to "TVW" (for TeleVision Wisconsin Network, named after WISC-TV's license holder, TeleVision Wisconsin Inc.); along with Toledo, Ohio affiliate WT05, it was one of the few local cable-only WB affiliates to operate prior to the September 1998 launch of The WB 100+ Station Group. (However, the superstation feed of Chicago affiliate WGN-TV [now NewsNation] also acted as a cable/satellite-only default WB affiliate for many U.S. markets from 1995 to 1999.)

WISC began transmitting TVW over-the-air on its DT2 subchannel in the fall of 2000.

2001–2002[]

In 2001, local cable provider Charter Communications relocated TVW to Channel 14, which led to an emphasis of cable channel position in TVW's branding.

2002–2006[]

In August 2002, WB14 and WHPN swapped network affiliation: WHPN joined The WB and became WBUW, while WB14 joined UPN.
