In November of 2002, during development at Capcom, Take-Two Interactive purchased its developer Angel Studios and renamed it to Rockstar San Diego. In August of 2003, Capcom ended its involvement in the project, though development continued. The publishing rights moved from Capcom to Rockstar Games later that December.
