As WGNX (channel 46, currently known as WANF) became the CBS-affiliate for the Atlanta market in 1994, the station's UHF signal was weaker from Toccoa and northeastern Georgia. In 1995, channel 32 would sign an affiliation deal with CBS as part of a affiliation deal between then-owner Spartan Communications (which operated WGTA on a time brokerage agreement until 1997) and CBS. In 2000, Media General acquired Spartan Communications, including WGTA. In 2008, Media General sold WGTA to the University of Georgia Research Foundation. This led to WGCL-TV becoming the exclusive CBS affiliate for the Atlanta market.
