On April 4, 1996, WICZ-TV disaffiliated from NBC to join Fox; with no suitable over-the-affiliate available since the Binghamton market only had three full-power commercial television stations at the time, Time Warner Cable entered into a local marketing agreement with Elmira NBC affiliate WETM-TV to provide a cable-only feed of the station for Binghamton viewers until a replacement NBC affiliate could be found. NBC programming moved to W08DL (now WBGH-CD) in November 1997.
