STV-8 Mildura began transmission on 27 November 1965. The callsign stood for Sunraysia Television Victoria.

In 1973, an affiliation was formed between BCV-8, STV-8, and GLV-10 which became the Television Centre of Victoria (TCV).

On 4 December 1989, STV-8 is bought by ENT Ltd. and splits from the Southern Cross Network shortly afterwards to join the VIC-TV Television Network.
VIC TV (Television Victoria)[]
December 1989–1991[]
After Television Victoria's owners ENT Ltd. purchased STV-8 Mildura, the three stations took on the identity of VIC TV - Television Victoria.
1992–1994[]
On 1 January 1992, as part of the aggregation of regional Victoria, VTV extended their transmission area to incorporate Bendigo, Traralgon and Albury and officially became an affiliate of the Nine Network. Mildura was not included as part of aggregation and STV remained independent until 1994.
WIN Mildura[]
1994–2000[]
In October 1994, ENT Ltd. sold VIC-TV to the WIN Corporation and VIC-TV became WIN Victoria. On 1 July 1997, Prime Television launched in Mildura and became a Seven Network affiliate while WIN Mildura became a dual Nine and Ten affiliate.

After failing to sue Nine for violating their contract by opening 9Now, WIN switched affiliation from Nine to Network Ten on 1 July 2016. VTV continues to rebroadcast a feed of ATV-10 Melbourne with local ads.
